Striped bass

Atlantic striped bass is an anadromous species, naturally found in Western Atlantic drainages, from St. Lawrence River, Canada to Lake Pontchartrain, Louisiana, in northern Gulf of Mexico (ASMFC, 2013). It is managed as a single stock from Maine to North Carolina coast. Striped bass from Albemarle Sound/ Roanoke River sounds (North Carolina) is considered a different stock that contributes minimally to the coastal migratory stock and is not included in the coast-wide assessment (ASMFC, 2014). From the Tar‐Pamlico River in North Carolina south, populations are believed primarily endemic and riverine and do not undertake extensive Atlantic Ocean migrations, thus are considered different stocks (ASMFC, 2013). This profile applies to the Atlantic striped bass coast migratory stock, including Hudson River, Delaware River, and Chesapeake Bay and tributaries. Genetic analysis has shown clear genetic differences between all of these regions (Gauthier et al. 2013).

No specific harvest control rule is known. However, management actions are required to be taken to reduce fishing mortality (F) to Ftrp should the female spawning biomass drop below the threshold (Blrp), or fishing mortality threshold exceeded (ASMFC, 2003). According to the Atlantic States Marine Fisheries Commission (ASMSC), “The Commission’s Atlantic Striped Bass Management Board has initiated development of Draft Addendum III with the goals of reducing striped bass fishing mortality (F) up to 40% and further protecting spawning stock when it is concentrated and vulnerable” (ASMFC, 2011a)

Stock assessment and management of the US striped bass are both conducted by the Atlantic States Marine Fisheries Commission. However stock assessments and recommendations by the scientific board are taken into account to trigger any management action to rebuild the stock. Although SSB in 2010 was above target levels, the Striped Bass Management Board have decided to take action in reducing fishing mortality (F) up to 40%, in light of the recent decline in catches and stock abundance, and lowered recruitment (ASMFC, 2011a).

Although overall harvests have been below set quotas, two states exceeded their quotas in 2010 (Massachusetts and Rhode Island). Furthermore, the Atlantic States Marine Fisheries Commission (ASMSC) recently emphasized that “Obtaining high compliance has been problematic in certain areas. Estimates of an illegal harvest of less than 10% may be well below the actual illegal harvest according to most states” and that “other major enforcement issue is the uncontrolled targeting of striped bass in the EEZ during the migration of spawning stock up and down the coast” (Godwin et al., 2011).
