NAPA created a resource pack to equip partners with information needed to engage in their own lobbying efforts, such as drafting letters to Fisheries Ministers and Heads of Delegations of Coastal States. 

NAPA produced a position statement ahead of the 42nd Annual NEAFC Meeting; the position statement requests that catches in international waters be capped at 20% of each coastal state’s share.

Regular steering committee meetings have been held over the past year to discuss ongoing FIP progress and strategic direction. 

The FIP continues build upon its communication strategy through the launch of their 2023 Coastal States Campaign. 

Prelimary agreement  agreed  by coastal states on North Sea mackerel TAC, in line with ICES scientific advice 

The FIP launched a communication strategy to advocate for long-term, science-based management of NE Atlantic stocks; 2022 campaign recap made available

ICES published their advice for Northeast Atlantic pelagic stocks; the advised 2023 catch for NE Atlantic mackerel is a 1.6% reduction from the 2022 catch, the advised 2023 catch for herring is a 14.6% reduction from the 2022 catch 

The FIP participated in the 2022 Coastal States and NEAFC meetings; NAPA and the MSC produced an open letter calling for action on the sustainable management of pelagic stocks.

In-depth analysis performed of coastal state mackerel catches; due to the westward and eastward migration of mackerel, the FIP urgently advocates for an allocation mechanism.

Third catching sector roundtable conducted; several pelagic fishing organisations were invited

NAPA group sourcing statements made available supporting the development of the FIP and revised sourcing based on improvements 

The mackerel report from the working group on mackerel was published in February (report & summary attached).

NAPA produced and distributed position paper on the need for sustainable mangement of the fish stocks

Consultations on quota-sharing arrangements for North-East Atlantic mackerel, Atlanto-Scandian or Norwegian spring spawning herring, and blue whiting  held. WG plans to review the report provided by the parties’ scientists on the geographical distribution of the stock of mackerel (note: report published - other stage 3 result)

Open letter from NAPA group to politicians was put forth with a call to action: to solidify quota sharing and sustainable pelagics management

40th annual NEAFC meeting held; possible adoption of proposals and ongoing operations were discussed

Meetings held with UK and Scottish governments in the month of October 2021; NAPA advocacy and negotiations were discussed.

NAPA has launched a social media campaign for a 6 week lead-in to Coastal States meeting; the campaign is using the hashtag #CountdowntoCoastalStates

FIP continues to work on dispute settlement protocols between the coastal states’ and NEAFC; a draft option paper has been produced and includes recommendations on a dispute mechanism.

NAPA provided an 'engagement resource pack' for NAPA members to use to individually engage with Coastal State delegations and fishery ministers.

10 of 40 NAPA members have provided 'sourcing statements' (as of October 2021) noting the consequences of failure of the FIP.

The 1st catching sector roundtable was held in March 2021. The 2nd catching sector roundtable was held on 7th Sept, 2021; 23 pelagic fishing organisations were invited from all 7 coastal states involved.

FIP sent out letters to several parties including all coastal states fisheries ministers and the Norway Prime Minister and calling for action on TAC's and progress on management plans.
